I recommend method #1, as it keeps things a bit more organized, and it’s relatively simple to suspend and unsuspend cards. You can select to do new cards first, or after in the settings. That will allow you to just open up whatever deck and start reviewing them. The method you are talking about, you would have your new cards NOT be mixed in with reviews. For this, you would have “new cards mixed in with reviews” as your setting, as that will allow the unsuspended cards to be reviewed alongside reviews. You can suspend the deck, and unsuspend as you go.
